 DEMOCRACY MANIFESTO
 
The Afghan tyrannised and affornted people!
It is clear that the Afghan people have never been the interlocutor of the governments, and after every victory in national uprisings against the foreign agressors, we have never had a political regime that deliver the political power to the public and creat the infrastractures that by evolution could eventuate to democracy.
Nearly ten decades of dispotism on the basis of dictatorship, fourteen years of the Communist ideological despotism, four years of the Islamist reigns of teror and four years of the retrogressive religious traditional authority rule have been concurrent with the strictist superstitions and the imposition of the cruelist trible tyranny on the Afghan people that annihilated all the democratic infrastructures which are necessary to rescue every society from despotism.
The failure of the lieral tendency at court during the constitutional decade (1963-1973), that itīs natural evolution could pay the way for the institutionalisition of democratic standards in the country, was an effect of the ethnocentric thought for the monopolisation of the politicalpower at court
(led by Sardar Mohammad Daoud) and the romantic beliefs and adventurous political struggle of the Sovietist and Maoist parties.
From the begining of the government of Sardar Mohammad Daoud the ethnocentrid thought in the basis of th political power, the suicidal policies in the national, regional and international arena and the risky tendency towards the socialist pole - even at the peak of the cold war - planted the seeds of a potentially political fragementation in the country that during the twenty years of the Communst and Islamist decadent regimes in the present human tragedy.
The national and creedal resistance against the ex - Soviet Union and itīs puppet regime belonged to all the Afghan people, but regretfully the Islamist parties specialised this common value by usurping the peopleīs right of govenance. If the Communist regime massacred the hundreds of thousands Afghans and dislodged the millions of people with a marxist goodwill, the Islamist regime also murdered and dislodged tens of thousands of the urban population with a religious euphemism.
Likewise, the three years rule of the religious traditional elements in the level of the severe ethnic and religious strifes and general massacres proved that the political beliefs of all the statesmen in the recent three decades have been based on rivalry, absolute despotism and ethnic, ideological and religious fanaticism. In fact, the belief of the fanatical statesmen in the tyrranical principles is for concealment of their political ignorance and incompetency for political leadership.
The Communist statemen concealed the absolute despotism in the basis of their regime with the slogans such as "progressive insight", "progress","science","knowledge","the people government"... and "social justice"; and the Islamist statesmen also attempted to hide the absolute despotism under the guis of definding the Islam and Divine values. The killing of the tens of thousands Afghan by the Islamist parties due to their particular interpretations Islamic creedal values was in the contamination of Islam for uprising the political power.
Now one can assert with certitude that the relation of the genuine clergy, thinkers, politicians, intellectuals, writers... and artists is nearly interrupted with the people. Only those individuals and groups posses ioudspeakers and propagation facilities who could be entitled as "a pack of traitors, flatters, mentally sicks and xenophiles". Only those persons can profit from the interruption of relation between the people and the intellectual authorities and the deprivation of the people from their political rights who believe in absolute power and despotic principles
 
The resistance against every kind of ideologic despotism in the government obliges all the democrat and truth - seeking association group and forces to gather in a united front for democracy. The two decades of opperssive ideologic wars aginst the Afghan people by the Communist and Islamist regimes has created a relative oppertunity to explain the value of the democracy principles for government and present a partical plan for the realisation of democracy.
Accordingly, the NIF
( National Independent Federation )
proclaims the democracy manifesto in the country aiming to present a partical plan for the constitutiion of a dimocratic government. The NIF democracy manifesto would help the people to percieve the sick ideological plans, the injury of the ethnocentric beliefs for the monopolisation of the political power and the vain thought of sharing the political power according to the population percentage of the ethnic communities that have prevented democracy from taking root in the country.
The NIF presents itīs democracy manifesto to the Afghan society and all the world democrat sources as follows:

1. The annihilation of peace, security, legal immunity, justice and individual and common freedoms has been an effect of the existence of the ligitimate despotic xenophile regimes and the usurpation of the political right from the people.

2. The country of Afghanistan belong to all the Afghan people and no - political party or association has the right to consider the ownership of the country and itīs government as apolitical heritage of a particular ethnic community and follow this vain anti - national ethnocentric tradition for the monopoloisation of the political power.

3. We can approach to a stable peace in the country only when all the Afghan people have the equal rights stipulated in the Constitution and live with liberty, equality and brotherhood.

4. The political power belongs to all the people living in Afghanistan. Giving this right to the people would be possible only by the realisation of unlimited and unconditioned democracy that is to say an "absolut rebuplic".

5. A liogitimate government based on the principles of democracy should be established by the participation of all the ethnic communities, associations, social strata and political parties.

6. Every Afghan woman and man possessing the ligitimate qulifications have the right to to vote and be candidate in the election.

7. The constitution should support the civil and democratic infrastructures in the country and stipulate the public participation in the political power.

8.The ligislative, executive and judiciary power of the government belong to the people and no group, stratum, association or polititcal party could monopolise them.

9.Conditioning the political governance by any kind of ideological rule and standard is cotrary to the principles of democracy and results to the violation of the public sovereignty.

10. In order to save the political power from changing into despotism, the limiting principles for the political power should be created by relative independence of the governmentīs three power.

11. The real apostleship and responsibility of the clergy and the religious authority is to propagate the Divine issues and preserve their spritual stance and prestige among the people. The clergy and the religious authority could supervise on the legislation of the law and administration of justice only by their especial rights in the ligislative and judiciary powers stipulated in the Constitution. In this manner, besides defending the religious and creedal values and respecting the peopleīs political determination, they would further promote the peopleīs confidence in their spritual and religious authority. If the clergy and religious authority fail to attain their special rights in the judiciary and legislative powers by the democratic ways, they would be obliged to resort to despotic principles for the compulsory adminitstration of the relegious principles which would, first of all, be the violation of this Divine guidance that " There is no compusion in the religion as the way of guedance has been distinguished the perversion one. ( The Holly Quran) If the clergy and the religious authority attempt, as well as the contaminated politicians, to monopolise the political power by undemocratic principles, they would not only thier spritual stance and prestige but also enter in a tyrannical relation with the people for divesting them democracy.

12.The freedom of thought and creeds, the freedom of speech, the freedom of forming associations and the freedom of struggle for the political aims and beliefs should be stipulated in the Constitution.

13. The legitimate freedom for the propagation of the political, and religious creeds should be respected.

14.Only a government based on democracy could secure the inalienable political rights of the people irrespective of gender, religious creeds and ethnic identity.

15.To prevent the creation of all the institutions that strenghten the ethnocentric assumption for the monopolisation of the political power in the country.

16.The caders of all the ethnic minorities should have the equal rights to participate in all the state infrastractures according to their intellectual and profissional competencies.

17.The constitution should stipulate the national, political, ethnic and cultural identities of all the ethnic communities and guarantee the growth and evolution of their cultures, languages, customs, rites and rituals.

18. Insulting the ethnic identity and the usage of inadequate inhumane titles for any Afghan ethnic community should be legally recognised as acrime.

19. The natural wealths ( such as the mines and the underground resources.... ) belong to all the Afghan people.

20. The Constitution should stipulate the private capitals and possessions and growth of economic exchange according to the open-market economic system

Trusting in God and being sure of the realisation of the Divine justice for all the human societies, all the NIF members swear an oath to continue their political struggle untill the realisation of the democracy manifesto aims avoiding any kind of violance
